EU 10 day standstill period

Can anybody explain this in plain English? I have read various douments relating to it, but they make no sense to me.

For a second, when I saw your title I thought the EU was being suspended for two weeks because of the current financial problems.

I know it relates to the giving of public sector contracts. Have a look on here- seems reasonably clear, although I'm not sure it's the latest version.

A key section is here:
The contracting authority must allow at least 10 days between the date of despatch of this information (referred to as ‘notice of award’), and the date on which it proposes to enter into the contract, or conclude the framework agreement.

Maybe I was lucky but it was on the first page of that document which was the first one that came up when I did a Google search on "EU ten day standstill"
