Free cavity wall insulation for the over 70s
A friend of mine (well into his 70s) wanted to have free cavity wall insulation, but was told by the 'surveyor' that because his house was over a particular square meterage they would need to make a partpayment of £150.00. I know that these days nothing comes for free, but is this right? Are there conditions to this 'government based offer'? What do I tell him - tough, pay up or you don't get, or indeed, go somewhere else?
