My friends neighbour has two tall trees which are dying and beginning to fall.
When they do, the will crash down in my friend's garden possibly reaching his house. He has told them about it but they have taken no action .
What else can he do ? He is 96 and avoids confrontation . I have suggested in view of his age he could inform social services. Maybe they can chase the neighbours up.

The tree is at an angle of 50* the earth around the base has risen up by a foot. The whole trunk is swaying . The trunk has lost most of its bark and half the branches are dead .
The second tree is dying and the top half has already broken off.
I only mentioned social services in view of his age, they might then contact the best departmant.
It might be worth pointing out in a friendly fashion that you are concerned for the tree owners sake as any damage caused by the fall of all or part of the tree will be totally their responsibility and they will have to pay fir clean up, repairs, making good and for any alternative lodging that your friend might need as a result of the damage.
Ive tried the friendly approach with no luck . She had a neighbours' children
in the garden and they were in danger. No effect. I've told the local coucillors so far no one has called. I think I will point out that now they know they will be held responsible, if anything happens.
