International dialing codes

Does anyone know whether the "+" before a number means I have to dial "0" before the phone number or do I need the international dialing code for that country? It's for a German number.

Calls to Germany should cost you 21p a minute on peak, 12p a minute off peak.

The + replaces 00 on a mobile phonebook, so 0049 if dialling yourself.

+49 = 0049 so if you put + you don't put any leading zeroes at all. Just the country code followed by the nationally recognised number.
