Hi ,
Sold a car to a private buyer, He said do not fill in the change of ownership panel as i am a dealer and do not want it to show an extra owner. This was 4 months ago. I received a letter/demand today ( yes, we get post on saturday)
which was a parking fine for £90 from an agency in London who were collecting
the payment for a ( I don't actually know who) someone in Switzerland where the car had been parked without a registered parking permit. So, they have not taxed the car or registered it, and, woe oh woe, the buyer came via ebay, , after the deal was done, ebay emailed me and said not to deal with mr.Khan as he was dodgy( words to that effect) too late, car gone He clicked on buy it now for £2000. and I drove 100 miles and He then bid me down by £300, which I agreed with as I had travelled all that way and needed the money for my next car, which i had to collect and pay for that day.
sad story, but, what do I do now? Am in deep poo? Should I phone dvla on monday and explain the situation? Am I guilty for not declaring change of ownership? I can prove I was not in Switzerland on the day the parking fine was served, will that help?

So not only did you allow the dealer to gaggle the price down by £300 but you also agreed keep the responsibility for tax and motoring offence committed in the car after you have sold it by not declaring the transfer to the DVLA. You do seem to have made life very easy for this con-artist - but all in all you it could have turned out a lot worse (providing this is the only problem that comes through your door and further summons etc are not in the process of making their way to you).
As this doesn't seem to have gone very well so far I am assuming you also no longer have the V5 document to enable you to declare the sale in a straightforward way. If the new owner doesn't notify the DVLA either it may take some time to sort this problem out - see http://www.direct.gov...ngAVehicle/DG_4022311
In conclusion contact the DVLA immediately and contact the company demanding money - they may be lenient and as they are in another country they will probably find it difficult to enforce the fee but it is not going to be easy to sort out I'm afraid.

If it makes you feel any better I genuinely forgot to send that bit off when I sold a car and didn't realise until I got a warning letter a few months later that I hadn't taxed the car. I rang DVLA, they were very pleasant although they didn't let me off. I had to pay the 6 months tax and also sent them the slip.
I expect loads of people forget/don't know to send the change of ownership bit.

The situation is this: I advertised the vehicle on ebay, and within 5 minutes someone had clicked on buy it now. Then there was no contact, I e-mailed the prospective buyer, but no response. As His feedback was 1, I decided it was a kid joy rider and re-advertised the vehicle after 24 hours. I then received an e-mail from the buyer, saying He was working nights and didn't have the tme to respond to my e-mail, but He still wanted the vehicle. I will skip the bit in-between where I met the buyer a very nice young Asian chap, who was waving money at me, and I told Him I did not want a deposit, and He could have the vehicle on Friday. (We met at a motorway service station and He invitied me in for a meal, whatever.) I said no thank you, I had to get to London, and arrangements were made to meet in Bedford at a car hire company and He would take the car and I would drive back in a hired car.
When I arrived at the car hire company He was not there, so i phoned Him and He said He would be there soon. 30 minutes later a car screeched to a halt and a very large Asian chap, who's grasp of the English language is as good as my Pakistani, which is nil, arived. He said the car was for Him and He wanted to try it out. I did explain that the deal had been done with Harris, but then the bartering started. Any way, to move on, a few days later I received an e-mail from E-bay telling me not to deal with this buyer as He was "dodgy" and they had removed Him from their site. I have copies of the emails, and His mobile phone number which does not now connect. E-bay also have His address, but it is a spoof, no house name or number, just Bedford road, Bedford. I checked directory enq. but no record of Him. I am just worried why the car is in Switzerland. The parking fine is from " FREDERIKSBERG KOMMUNE" they want £69.06 I thought our parking penalties were high. I have written to DVLA explaining the situation, I am going to write to the parking compant, who have London address and tell them to #### or words to that effect.
