Just left with 17A now:
Storm in part of France is backing east (4) R?V?
The only word that seems to fit is RAVE - which I can see as an alternative to 'storm' but I don't get the french connection - Any Ideas?

rage - gar is a department of France
I think I saw this answered as Gare.
Or Rage, even.
Rage - Gar (backed/reversed) + E
Part of France backing = Gar/Rag
East = e
Storm = rage
What gives you the V, hemjay?

OK - then it's RAVE - VAR is also a region of France.
That's why it helps to have the puzle in front of you!

Thanks boxtops - been struggling all weekend with it - all finished now. I couldn't find any reference to Var (brain transplant required perhaps) :-)
