In theory No but wished I had when my mum got banned on the tot-up system. It made life really hard for her for 6 months.

unless is it for something horrendous which results in an outright ban , aren't penalty points accumulative? If so then the person who risks losing his/her licence (which I'm assuming is what the question is aimed at) hasn't learned his/her lesson, knew further points would result in a ban and deserves whatever they get. So no, I wouldn't.
you have to declare points when you renew your car insurance for 5 years.. so no!

A certain close relative of mine did this for a friend to save her losing her license and therefore her job, and I was horrified. She knew that being caught one more time would result in her losing her license, so she was to blame. No sympathy, I'm afraid - no I wouldn't.
