they are bracelets that you make with boiling water, pop them in the fridge, then enjoy a few hours later.

Sometimes when you make a jelly, if you put a bit too much water, it doesn't set properly.
There is then a danger that it will escape into the wild and start stealing pineapples.
For this reason it's always a good idea to make your jelly wear an identity bracelet so that, when captured by the RSPCJ, it can be returned to you. These bracelets are (obviously enough) known as jelly bracelets.
