Is it legal to run a business fixing motor bikes from home?

My family and I live in a quiet estate. however, one of the neighbours in our cul de sac, is running a business fixing motor bikes in their back garden. They do rent a smal part of a yard off an exsiting garage business, but, they rarley use it for their work. The gardens in our estate are not very big and the noise of reving engines is beginning to get really annoying. It can often go on for a hour at a time and sometimes as late as 9 or 10 at night. Can anyone tell me if this is illegal or if we have grounds for complaint on the noise issues? This is a council esate but, they have bought their house, as have we.
