For more on marking an answer as the "Best Answer", please visit our FAQ.I don't know the precise answer to this but it ceratainly wasn't Hess as he was 'banged up' in Berlin's Spandau Prison following the Nuremburg trials. The Krays would most certainly have been held in the Tower later than that! Incidentally, they weren't held there because they were 'special' but because at the time it of their arrest for being AWOL from their National Service, the Tower was a barracks and therefore the nearest military cells to the place of arrest.
