Police mugshots -very tall heights

Why is it on Police mugshots -everyone seems to be very tall from 6ft 5ins to 7ft in height?
Are the readings on the right for height or something else ?- or are they set in some other manner

I think you'll find they are in inches (normally with a 3 inch spacing.)

so 67 is not 6'7", it's 67inches, or 5'7"

Not from personal experience.....The markings were in CM last time I got a mug shot :)

I assume the OP has been looking at American mug shots.
