Thanks for the suggestions but I was hoping for a definitive answer. I've tried googling this question but the word 'reputably' keeps coming up! I have previously thought that the River Severn is the fastest flowing river with the River Arun in West Sussex being the second fastest. Any more thoughts? I'd appreciate any comments.

So many claims for the fastest flowing river but none are backed up by quoting the top speed recorded.

would also depend on the amount of rainfall in the area that feeds the river and the shape of the banks at any one time any could be faster than others. and over the whole length or certain stretches?

Arguably it would be the river with the highest waterfall. The water certainly flows fastest when it falls vertically.

Seriously though it would depend where in the river it was measured. Baring waterfalls, probably some rapids in the upper reaches. It depends on the definition of fastests and where it is allowed to be measures so there is little wonder there are so many answers.
