I don't quite understand if the soldiers are new recruits or having been in the army for a while have decided to try officer training.

Can anyone confirm?

New recruits a lot straight from Uni - may have been cadets

Normally, they officer cadets are from both the sources, many being from the Regular Commisioning Board (which are actual recruits from civilian life, either after university/other careers), and normal soldiers, who after some time have been successful in passing the requirements of the Commisioning Board.
