There has been much discussion of the broadband cap at NTHellworld.

Yes you can exceed this limit. If you were to download constantly at 2Mbit you would reach 30GB in about 34 hours. This is, of course, a very extreme example and not very likely for an average user. Surfing the web, the odd download and checking your emails would not, in most cases, approach the cap.

If you consistently surpass the cap NTL will notify you of their intention to downgrade your service unless you adhere to the rules. The trigger limit for action to be taken has not been stated but 'appears' to be around 150GB a month.

The downgrade consists of being dropped down to 512Mbit with no cap. This is charged at 17.99 per month.
You could always switch service to AOL, I don't like the company, but it's unlimited with 2Mb for their platinum service.
It's worth adding that if you've got more than one PC and use a broadband router, you can probably check how many bytes you've received since the router was last rebooted via the router's management web interface. See your router's manual for instructions. This is a good way to see how much you're receiving.
