On a warm day like this where does the cold air come from when you turn on a fan?

If you don't get the gist of scotman's link.... when your body is warm the small capillaries just under the skin swell and the blood in there is warmer than the air rushing over it, so cooling your blood and making you feel more comfortable.

The moving air is not really colder than the room temperature, it just feels that way.
