Scratchy phone line

I have a bundle with Talktalk for wireless broadband and phone.
The phone line is very scratchy, making it very difficult to hear conversations (do you remember how calls to overseas used to sound?). I have changed the batteries, but wonder if someone could tell me which company is responsible for the line - BT, who originally installed it, or Talktalk?
I should add that I have a main phone and two extensions that simply plug into the electricity socket - I have tried disconnecting these but it makes no difference.
Any help or advice gratefully received. Thanks.

(BT owns the line, but you have a contract with talktalk, not BT)
Though before calling them undo the face plate on the master socket and plug a wired phone into the test socket behind the faceplate, if the line is still scratchy call talktalk, if it's OK plugged into the test socket then the problem is inside your house and it's your responsibility.

I have now tried to check my phone as suggested and have found that I do not have a NTE5 Master socket. This means that I cannot plug the phone in.
My query now is - is it my responsibilty to have this installed or should I contact TT and advise them of this?
If it is my responsibility,what do I have to do?

This is my second posting on this message, as Ed tells me that if there is high volume of traffic, some posts can get pushed aside. This must be why it did not display in 'Latest posts' this morning, so here goes again.
