One of the practical effects of this is that UK travellers, in the same way as everybody else who is holding or moving large quantities of duty-paid cigarettes in Spain (between 800 and 1200), must produce a receipt from a legitimate retailer and, for even larger quantities of cigarettes (over 1200), a form known as a 'Documento de Acompanamiento'"

unlimited to means the same as unlimted texts, at some point you are gonna get charged for those so bringing in an unholy amount of duty free will get you stopped

Yes, the guideline has been reduced but you are still allowed to bring in any amount for your own use.
From HMRC website:
Although there are no limits on the amount of alcohol and tobacco you can bring in from EU countries, customs officials are more likely to ask you questions if you have more than the following:[800 cigarettes]

If you attempt to bring in more than the indicative limit of 800 and if you are stopped, Customs will push the burden of proof onto you. They will ask repeated questions about how much you smoke, the source of your funds and the brand you smoke. If you are inconsistent in your answers, they will seize the goods (and if you are in a car and you misled them when they asked what you have at the start, they will seize your car).
