accident with driver over the speed limit

I was grazed by a car overtaking me as I started to pull out in front of him. I was distracted by an indian lady on L plates who was wobbling all over the road and wanted to get past. Being pretty much at the speed limit myself I also probably never dreamed someone would be doing like 80+ to overtake both of us. Well little damage resulted although this guy has a slightly damaged bumper and paintwork on the wing.
So I opted to not go via the insurance as it would just not be worth the increased premium for a scratch and he said he has a friend in the trade that will do us a good price. He was very good about it and really I suppose he should be considering he was well over the limit and of the two could be in worse trouble.
Well I know 2 wrongs don't make a right but do I have any barganing leverage here if I don't like the quote. At the end of the day it is my word against his that he was well like up to 30mph over the limit

I don't particularly want to be argumentative and he seems to be a reasonable person (he said it was one of those things and not to worry - perhaps he was reffering to his speed ;) )but I also want to make sure I don't come out worse off owing to my last accident that wrote off a car and cost £3182 I have paid about £900 more than I would have without the accident, although I'm sure 2 claims in 2 years will not do me any favors. If the other driver wants to go to the insurance he will have to bear in mind my statement that he was overtaking me while i was doing 65 mph.

REGARDLESS of whether he was speeding, this is YOUR fault
If he decides to go via his insurance I think you will find they will pay out but you can always find out the hard way, can't you?

I'm merely pointing out that he has every reason to let me pay out as that's the only way he'll likely get paid, judging by the way the marks rubbed off my car with no paintwork damage other than the dents it is possible that his will do to and it will only be a few chips in the bumper.
Why is it that I get the impression that speeding is an accepted thing and not really bad ?
I dearly hope they don't put motorway limits to 80mph because I can see what will happen. My car is classed as high power for the insurances, piffle it can't match many cars these days who drive around recklessly because they can and know when and where to get away with it.
