1980s or early 90s children's book title

As a child I had a book about a group of toys who go on an adventure which includes them meeting some pirate cats who live on a rubbish tip. The only main character I remember properly is a toy frog that loses his stuffing and is then filled up by the other toys with rice. The rice swells inside the frog making him massive. Has anybody got an idea of the title and author?
