Every monday I attend a parenting/confidence building course.
Madam goes into creche for the two hours with provided child care from sure start. Normally these ladies are pretty good and madam dotes on one in particular making a be line for her each each week. today she wasnt there and a surly middle aged women was. i didnt like her from the get go,but put it down to being away 2 weeks.
any ways i go in to pick madam up and said surly creche person was dangling her dummy above her head just of madams reach. is it just me or did that seem she was intentionally winding madam up??Madam hasnt been able to settle and even when napping was very very restless.

I would certainly be in touch with my Health Visitor if it was me. You are trying to improve your situation by going to the courses and how can they expect you to get the most out of it if you are worrying about what is happening to your babe.
Give her a bih munch. If she's unsettled it's more likely to do with her teething than because this morning someone she doesn't know held her dummy out of reach. In my experience kids get over things very quickly, it's adults that hold onto them, so I'd just forget it for now, but monitor the situation next time this woman is there and if there is a repeat performance then take steps perhaps.
There should be someone in charge of the creche, and in charge of the nursery assistants. Why dont you speak to this person and say you weren't very happy with what this woman was doing. Can't you pop back unexpectedly to have a look in and see what's going on a few times during the two hours - that may set your mind at rest - or ask when the other lady is back.
