Suggest you phone her town hall or look in local telephone directory for contact details. Can't be more specific as you don't give town of your friend.

I am not sure if its anything to do with car parking as she has no car, but it might be a good idea for me to get her one, as friends take her into town and would be useful. What I am trying to replace is a certificate of registration that states she is registered disabled. I am not sure what she has to use it for. She lives in Doncaster
Have you tried getting in contact with your Local Disability Information Centre? They're fantastic and will help you with all disability information from filling out an application form for incapacity benefit to disabled parking badges or wheelchair hiring. That's who I got in contact with when I needed help getting my disabled badge.
