Should the victims of these families have their compensation claims settled before this £450m is paid to somehow turn around their lives of these problem families?

Its certainly worth giving the scheme a try. By narrowing the target of these problem families more resources can be used to solve the problem. In a similar idea recently the police put many resources on potential burglers following them around day and night so they were continually watched and the crime rate went down.

Get them out of their beds, get them to do some work, force,cajole and demand that just existing is not an easy option.
