If you are referring to data files such as .DOC then that is simple. You may use Explorer to create a new directory (aka folder) on the E: drive. then use Explorer again to copy & paste from C: to E:. When you next open the application that uses these files though you may need to look for them on the E: drive.

Applications are more of a pain and if you need to move them you would probably need to uninstall them from teh C: drive and then reinstall them on the E: drive.
Easiest way is probably to move your "my documents" folder to the other drive.

Then the default save and download location for most stuff will automatically be on the e drive.
Probably best to only move personal file from C to E.

Best to leave programs on C. It is easier if you ever need to do a reinstall or recovery of Windows if all the programs are on C.
Just ..

Right Click My Documents
Properties ... 'Move' ..
Select the E drive ..
Move all files.
Let it get on with the job.
In future when using My Docs, it will seem unchanged. All s/cuts now point to new location.
Firefox: Open Browser ... Settings .. first tab .. select folder on E drive and save out.
IE: Next download, save it to new drive. It will stay that way.
