No where in France is warm all the year round, though the south coast is normally relatively mild. Can still be near freezing at times though and snow is not unknown.
No France is less than 20 miles from England at the nearest point. A lot of France gets much colder than the UK , after all they have skiing resorts in the Alps.
France is above Spain and it's cold here right now.

Corsica - island in the Mediterranean .
No, I used to be able to see France from my office window, when it snowed here, it snowed there. Perishingly bleak in the North - and don't forget they have several ski resorts in the Alps and Pyrenees!
