Anyone can change their name in England, by deed poll, common usage etc, and essentially if you were to do it when you moved house then you could very easily throw a bailiff off your scent, the important thing being to leave no trail or attachment to your old name. That means closing down old bank accounts, store cards and anything that links you to your old address, likewise Facebook / Myspace profiles etc. You then change your driving licence and passport to your new name at your new address and there is your new identity. Bailiffs have very few powers in reality and are generally not that bright so it's quite do-able.
