Illinois low income housing laws??? Please help

I live in low income housing with no job, was laid off and have not been able to find a job since. I can't afford to pay my bills but the housing authority says I have to pay them 50$ a month for rent. I havnt had a job and they keep charging me 50$ for rent that I don't have and i keep owing them more money. Now it's to the point where they are going to kick me out, what is the Illinois HUD low income housing rules if you have no job, no money, and no source of income? Is there other rules I don't know about because it seems like the people at this place are trying to screw me into being homeless please answer me I need to know the answer for this question....

I do not wish to be unkind,or come across as uncaring,but $50 per month in order to keep a roof over your head,does not strike me as "being screwed!".Rather,it appears that your landlord is making some concession,so that at least the property is occupied.Surely you cannot expect to live "rent free!"
