Welfare cuts for ESA

I see on the news on here that the government were out-voted re. the one year time limit for ESA. I can't really find out any information, but wondered whether it was only for people with cancer that the time limit has been lifted?
Anyone else got any ideas?

A defeat in the Lords isn't binding upon the Government. They can still seek to reintroduce the provisions which they were seeking.
