Besides I'm unsure it would help anyway. Allowing use of the Internet may even help authorities keep an eye on them.

Yes many years ago he fetched a broken PC into PC world and complained he could no longer view images on the laptop.
He then instructed the staff they must not open the files , because they were private.
So i would imagine the IT staff in PC World then made it a mission to be able to view the pictures.
