i would guess that they are under scrutiny from watchdogs and if the standard slipped they would get a kicking !

well i guess if everyones watching bbc then itv n c4 etc. cannot charge as much for advertising, then have less funding to make/commission programmes, so potentially making even more rubbish programmes n so the downward spiral begins
