got back from Asda. She said all tobacco and cigarettes were behind sliding doors. With large signs on the doors saying you must be 18 to purchase them. It also said everyone must produce ID to verify this. Is this a government thing or an Asda thing.

It's neither at the moment.

It will be a legal requirement for large shops from April and for small shops in 2015.
Nice to see Asda think Mrs MM is still looking good enough to be under 18, then ;-))

She also said it was causing hassle as not everyone had ID on them.

That's what I said nibble, but she said everyone had to show it.
You have to be 18 to buy cigarettes now.
According to an article in the Yorkshire Post of Thursday, 23rd February, this could probably be laid at the door of the Smokefree Action Coalition. Quote:
"...formed to campaign for the smoking ban, they have since lobbied for graphic warnings on cigarette packs, higher tobacco taxes, a retail display ban and a ban on vending machines. ... politicians have capitulated to all these demands ..."
Have to be 18 or over to buy tobacco products. It was changed from 16 in 2007.

The packaging on all cig packets is changing too.
This explains the Smokefree Action Coalition's viewpoint:
