Does anyone know the etiquette around people using their military rank when they leave the armed forces?

Seniors officers do. Other ranks don't.
There are no rules but I believe the convention is that Major and above keep them.
Agree with that.^ Though Capt Terence O'Neill, one time PM at Stormont, used his despite convention.
So did Captain Mark Philips. The then Princess Anne's husband.
The officers normally retire to a village then join the parish council where they still expect to be called by their rank, to me they are a mister once they leave the services.
