dat and svcd

When I was running windows ME and 98 I could play .dat files from vcds with no problem. Now I'm using win 2k and it will not even recognise .dat files, so I can't even copy them to my hard drive. Any ideas why? Same computers, just different operating system. Second problem - if I encode movie to mpeg2 for svcd it plays okay on computer as mpg, but when made into svcd the motion is jerky. No problem with vcd. Tried burning slower. Using Nero.
