It makes no sense, one year lower is considered illegal, even for dating? I mean, I can't do it (have sex) the only thing boyfriend ish enough that I can do is kiss, and hug. What do I do, I really don't want to break up with my girlfriend

You are obviously not resident in the UK. Here, once you have both reached 16 you can do what the hell you like.

Wish I was there
If all you want her for is sex, then yes dump her, for her sake.
I agree with Canary. Dump her if you just want her for sex. Most likely she is in the relationship for more than sex and you staying in this relationship will just confuse her and hurt her.
However, do not dump her just because she is a year younger than you. My mom is like 4 years younger than my dad and they have been happily married for 30+ years.
Yeah age is just a number, scuse me for sayin this but flump the law if you love her, but if ou love her maybe you can wait an make it special
If you care for her then surely you're able to wait until she's 18. There are plenty things you can both do together as a couple that don't include sex. Use this time to strengthen the bond that you both have.
