Not without a significant intelligence boost. Primates that have been raised from birth by humans, and been taught in the same way as human children, just haven't learned nearly as quickly, or up to the same level. Maybe in the future they can be genetically scrambled to make them super-intelligent or something, but that would be a bit creepy.
