I think that the creators of this crossword have made a mistake. Clearly the answer is to be a city, and clearly the answer is Ontario. Ontario is a Canadian state - I should know - I used to live there! Were they confusing it with Toronto - the capital of Ontario?

I agree with miss12phys48 and think the setter has got it wrong. The average solver would not have heard of Ontario, Ohio.
I think clue should read "State's working..."
