I suspect that the 'pension' your friend is talking about is pension credit and the income from his wife's property and work is being taken into account. He needs to get in touch with his appropriate pension centre for a full breakdown of his rate of benefit-having worked for the DWP for 26yrs (before being made redundant) I can assure you that any letter regarding rates of pension would give a breakdown of rates and any deductions being made. Income is not taken into account for State retirement pension but is taken into account for pension credit which is means tested.

The friend does not have enough qualifying years for a full state pension.
So he must be getting pension credit , this is based on the income of the couple as he has a partner.
He does odd jobs so he has some income, his wife works and owns 2 houses so there is more income from her to add in, all this is used to determine how much pension credit he is due.
Pension credit is adjusted every April at the start of the new tax year so that is why his pension is going down from April.
millerxxx in your original question you say he does not work, but then you say he does odd jobs, which is true ? any income even from odd jobs will effect his pension credit. As you say he does not have enough NI contributions for a state pension so he can only get pension credit.
