No kosoro it isn't !! But it is a bit of an ambiguous question..Cities mostly have a cathedral or so I thought .So the question must mean ,a city with a tall church apart from the cathedral. As usual ..too much whisky !

agree this question is questionable, you don't say if its a crossword or quiz ? you mention CITY hence agree it is likely to be Salisbury Cathedral, which has the very impressive tallest spire in england.
the twist in this question is that salisbury has a theological college in the grounds, so could also be classed as a collegiate church, but salisbury has a bishop which is contradiction, another point is the cathedral is also the church of the diocese if this is any help just to say shaneystar has pointed out a nice church at boston and if in that area worth a visit and follow trail of pilgrim fathers.
