You're not really being charged twice though. Your paying the same charge on different products. The amount would work out the same if it had all been on the same bill.
Did you pay a service charge before you received the service? I thought this was instead of a tip. How do you know the service is worth tipping before you've had it?
If you are being asked to pay 10% in advance, then this is the policy of the establishment, and should have been advised to you at the time of booking.
I would agree that the two charges are separate, but if you feel aggrieved, and don't wish to pay, then you can deduct it.
Only problem is, you don't want to upset the people who are running your big day, so discretion may be the better part of valour here.
