Paid upfront for food for wedding reception with 10% added for service;now got bill for drinks with further 10% added.Is it correct to be billed twice for service?

If you are being asked to pay 10% in advance, then this is the policy of the establishment, and should have been advised to you at the time of booking.
I would agree that the two charges are separate, but if you feel aggrieved, and don't wish to pay, then you can deduct it.
Only problem is, you don't want to upset the people who are running your big day, so discretion may be the better part of valour here.
