Why can't I connect to friend on xbox live?

I can connect to other friends through parties etc. but for some reason, it wont let me join a party with just this particular friend in it or play a game (fifa 12) online with just him, any help?

You or him are on 'strict' NAT.
The older version of the dash would allow a network test to tell you your NAT status but it no longer does this.
If you have any COD game it normally tells you quite clearly in the MP screens.
You will need to do some port forwarding to solve the issue for FIFA.
