In my experience you don't get an option to keep your speed up.

Depending in the road you would need the entire police forces of the UK combined to catch all the people having a look.

difficult to prosectute for looking, I believe they do prosecute if looking causes an accident.

Its human nature to rubber neck, however I try not to. I do think though that people who tailgate and sit in the middle lane are far worse and should be prosecuted.

They are prosecuted for it! "driving without due care and attention and/or obstructing the highway. " is already an offence, or do you want a specific offence for those looking at an accident, how would you define the offence? looking for more than 5 seconds or for more than 10 seconds, how long would you suggest? I think we all look at an accident as we pass, it is usually causing an obstruction so we need to see it to a degree.
