A netbook is designed to be a small ultra portable computer and will have a much smaller screen (10inch or less) a slightly smaller than standard keyboard, a low power processor, no DVD drive.

Yes, in fact I'd say a netbook is a much better buy for kids (though they won't be able to play anything but simple games on it)
If you are buying two it might be worth using a little bit of the savings from buying two laptops and buying one USB DVD drive just to make life a little easier if they ever need to install anything from CD.
I'd also suggest not going for anything with less than a 10 (or 10.1) inch screen, any smaller and it becomes a bit of a pain to use.

The functionality of laptop and netbook are the same. The difference between netbook and laptop is the size.
Largest difference is the physical size and weight. Netbooks are much smaller and lighter, more portable. This is fine if all you want is to surf the web, take care of e-mails, etc. Perhaps the largest setback of a netbook is the lack of a cd/dvd drive and serial/data ports. Recently I’d purchased an Intel Atom Processor based Laptop, which allows me to access anything, anywhere and anytime and wherever I’d like to.
Intel atom based processors Netbook is a great little piece of technology, lightweight and easy to take anywhere.
