think along the line of smoke & railway - both stand out from their surroundings, i.e smoke signals & railway signals

Outstanding = clear; obvious. A signal is an obvious gesture, i.e. put your arm out when you want the bus to stop for you. That's a signal. Signal can also mean "significant", as in: the army suffered a signal defeat.
