Outage on the server at Tiscali/TalkTalk causes these error messages..

On your PC you have a "client" called "Outlook Express". If it has a problem then maybe you can fix it.

It communicates with a "server" somewhere on the internet. You have no ability to fiddle with someone else's server, even if you are allowed to use it. So if, like now, it develops a fault you can only wait for the "far end" to fix their server problem.
