Well if you're sure it's not dead Traci it'll come to life when it's ready. Maybe it's a late fruiting one and they may come into bud later than others. Whereabouts in the country are you?
It should definitely get leaves on it if it's not dead even though if it's a young tree it might not blossom this year or next. Here is an interesting link about COP's, they can be trouble!
Bare root means it wasn't in a pot of soil there were just the roots usually in a plastic bag. Some trees take time and the roots need to start getting nourishment from the soil before the tree comes into bud. I've noticed a fruit tree in my garden isn't showing anything yet but it's not dead. It's still cool for the time of year.
I live a good 50 miles north of York, I planted some bare rooted apple trees about a month ago and they are just starting to bud. Are there buds on the trees that look ready to go? It could just be a slow starter especially with the cool weather
