Je t'aime means I love you in English.

More precisely it means "I like". Je t'aime tu means I like you.

Je t'aime means 'I like you' in French not in English. Sorry ;-)
Je t'aime is understood as 'I love you' because French has two forms for 'you'. One is familiar; it is used for family, close friends, lovers and God; that is 'tu'. 'Vous' is used for everyone else. Like 'you' in English it serves for singular and plural. Tu is rather like 'thou' once was and is singular. So a lover says 'je t'aime'. Aimer can be either 'to love' or 'to like'. Someone who said 'je vous aime' would be understood to mean 'I like you' ( otherwise they'd use tu in this context ).
It means absolutely nothing at all in english.....It's French so rather than join in the linguistics debate above you can take your pick but the answer to your question is Nothing.

Actually, "Je t'aime" a contraction of "Je TE aime", te being the accusative of tu. Sorry to be pedantic (OK, I'm not really sorry!)
Or you could say Je t'adore instead.
