is the net truly acessible in every country?-in particular i mean develpoing countries who may not (i assume )have the technology and servers (or do they simply have longer upload/download times because of this?)and oppressive regimes to whom the net would be a very dangerous voice for democracy and opposition

most countries can have access via satellite, if not wired.

however, there are increasing numbers of countries that have blocks in place. for example, china, saudi arabia, etc. if you search for something and find a page that insults the government, then its blocked from you.
