It depends what you are putting on the walls (wallpaper, tiles etc) You do get special damp resistent plaster board for bathrooms (according to Mr Cat lol)

there is no special plaster if your just skimming over existing plaster, normal plaster finish will do it.

as for your concrete floor, you can buy a product called self levelling compound from most diy stores, and all you need to do is mix this with water and pour over your existing floor, and as the name suggests it will level itself without much imput from you.

Re jono's answer - spot on for the self-levelling compound (it's a very thick liquid cement mortar, follow the instructions carefully, esp the ratio of water to compound, note the stuff on handling (it's highly alkaline) and be really careful about walking on it later on until you've got it tiled over (it's not very strong and is easily damaged even when set, so don't even let the cat in the bathroom that night) and remember to take your shoes off for the next day or so. Once it's tiled, all OK. There may be a problem long term in highly trafficked areas of the house (lounge through to kitchen say) cos it does break up eventually - due to the wear and tear, but should be OK in a bathroom.
