Of course, the children should be encouraged to look after the animal, but the responsibility lies with the parent. It is totally unfair on the pet to leave it's welfare in the hands of a minor. The adults should always keep a close eye on the pets health and take the necessary action.
I have witnessed too many children being allowed to have pets 'as long as they look after them' and when the children get fed up with the animal then the animal is sadly neglected. Adults should not let their children have pets unless they (the adults) are prepared to take on the responsibility of vets bills, etc. and have the animals welfare at heart.
