Is it also legal for political campaigners to place stickers

The repsonse from the council an campaigners was in my opinion very shocking. They didn't see that they'd done anything wrong! They said they hadn't broken any laws or electoral rules. The school had not given permission for this. The police have also been informed.
I can't see how anyone would think this to be an ok form of canvassing. Children as young as three had 'vote Labour' stickers placed on them without them asking parents first.
I am furious about the whole thing and have applied for an e-petition. I am currently planning my next course of action as I am not just going to drop this and letthem sweep it under the carpet!!
