13d) the clue leads to the S spelling

nested regularly = NSE
26's description of a clearhead = UNLICED

UNLIC ens ED
un·li·censed (n-lsnst)

1. Having no official license.
or UNLICE nse D (if i get the letters right)
In British English there's no such word as unlicenced. When it's a verb it's Spelt with an S. It only has a C when it's a noun. This is different in US English where AFAIK the C version doesn't exist.

Also, the "nested regularly" leads to NSE".
